extruder: Add a SET_EXTRUDER_ROTATION_DISTANCE command

Browse Source 
Support altering the extruder distance using the higher-level
rotation_distance.  This is in preparation for removal of the
SET_EXTRUDER_STEP_DISTANCE command.
