We are excited that OctoEverywhere for Klipper is here!

I have carefully added OctoEverywhere into the system. I did full testing of install, remove, and update. The one non-standard thing I did was to block updates from the UI, since it's possible that future OE updates might need system dependencies and python package updates, which Kiauh doesn't handle, but the moonraker update manager does.

Please let me know if I missed anything! I'm happy to do any more work required to finish this up!
